Basic Occupational Requirements

1. The duties of this position have been determined to meet the occupational definitions for GS-0025 Park Manager or GS-0340 Program Manager (Park Superintendent). From the descriptions below, select the A or B response that best describes your background.

A. GS-0025 Park Management: I have managed, directed, or served as a program specialist in implementing programs related to the protection, conservation or management of park or other public land areas with a mission of resource preservation and providing for visitor enjoyment. Such programs would include cultural or natural resource management, recreation management, interpretation, law enforcement involving the protection of natural or cultural resources, concessions, administration, maintenance, or other programs directly related to park operations. My experience most closely relates to the GS-0025 Park Management occupation as described above.

B. GS-0340 Program Management: I have managerial experience that was acquired by managing one or more of the following types of programs: cultural, biological or geological resources; recreation planning; interpretation; resource and visitor protection; concessions; administrative programs; or maintenance planning and management that included facilities, utilities, and roads and trails for a public use area). My management responsibilities included planning & implementing substantive operations or programs; directing the work of others; solving & making decisions on complex problems; managing fiscal and human resources; strategic thinking & innovation; and public outreach and communications for a complex program or programs. My experience most closely relates to the GS-0340 Program Management occupation as described above.

Qualifications - Supervisory Experience:

2. This position supervises subordinate supervisors. Qualifications -Specialized Experience Related to the Occupation:

In addition to supervisory experience, applicants must possess at least one full year of specialized experience that clearly demonstrates the ability to fully perform the duties and responsibilities associated with the job. I have at least one year of specialized experience which demonstrates an in-depth knowledge of park or program management principles, practices, techniques, laws, and regulations that is at or equivalent to the GS-14 level in the federal service. This level of work is characterized by experience serving as a recognized authority for one or more highly complex programs; dealing with substantive operational problems that are challenging to resolve; developing partnerships or collaborative efforts with state or local governments, environmental groups, or comparable level entities; and developing innovative solutions to difficult and complicated issues that have controversial impact and involve conflicting or unclear law or policy.

B. I do not have the specialized experience described above to qualify for this position.

KSA #1. Experience managing and implementing programs related to the conservation and management of protected areas, such as cultural and natural resource preservation and protection, recreational planning, visitor use, interpretation, law enforcement, public relations, maintenance, and administration.

4. Manage programs that preserve and protect natural, cultural, or recreational resources.

5. Manage or oversee visitor protection activities, including special events and programs.

6. Manage an Interpretive Services program that incorporates multiple themes or a variety of interpretive formats.

7. Manage or oversee the construction, maintenance, and repair of roads, trails, structures, buildings, utilities, or other features located within public lands or similar environment.

8. Manage law enforcement, physical security, and emergency operations.

9. Manage a variety of administrative functions including budget, finance, and staffing.

10. Manage one or more concession operations that provide food service, accommodations, and other visitor activities.

KSA #2. Experience establishing and fostering effective partnerships and collaborative relationships with special interest groups, Native entities and organizations, community groups and stakeholders, Congressional staff, federal and state agencies, and other public and private entities. Experience using a consultative and collaborative approach to problem solving and decision-making.

13. Develop partnerships with organizations such as non-profit organizations, corporations, and educational institutions to plan and accomplish projects of mutual interest and benefit.

14. Maintain cooperative work relationships with a variety of Federal, state, tribal or local agencies.
