3. Provide guidance and assistance in support of the development of long-range project and budget planning documents to support the life cycle management of Program initiatives.

4. Create a map of budget and acquisition milestones for the overall program and its individual projects through the life-cycle of each project.

5. Establish current and out-year budget projections for a Program based on identifying sequence of acquisition and funding actions.

6. Recommend adjustments to the budget to address financial problems while mitigating the impact to other projects and timetables.

7. Conduct market research, develop and clearly articulate Government requirements in Statements of Work (SOW), Statements of Objectives (SOO), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), Quality Assurance Surveillance Plans (QASP) and acceptable quality levels, and prepare purchase requests (40-1s).

8. Assist with, serve as a team member, or chair the evaluation of technical proposals, determining the degree of contractor risk, the reasonableness of labor hours and rates, the quality of the technical proposal, and the technical qualifications of proposed key personnel.

9. Ensure appropriate and comprehensive documentation of all proposal evaluations are developed and provided to the Contracting Officer; provide SOW, SOO, or PWS clarifications and post-award orientation support as needed.

10. Provide acquisition advice and guidance to Program management and serve as the Contract Officer's Representative (COR) on multiple contracts.

11. Maintain COR contract files to ensure adequate documentation is available as required by the Federal Acquisition Regulation (FAR) and applicable FEMA and DHS directive and policies.

12. Perform contract administration functions such as monitoring and ensuring compliance on all assigned contracts.

13. Provide technical direction, manage taskings, recommends corrective actions, reviews contractor progress reports and cost vs. progress, prepares and maintains certification data required to validate the acceptance and receipt of contract deliverables and services.

14. Verify and authorize vendor payments as appropriate.

15. Oversee the timely delivery of government furnished equipment necessary to support program activities.

16. Establish and administer a cost reporting program for all acquisition actions and for tracking and controlling contractor expenditure rate. Maintain a chart of accounts.

17. Record pertinent information and generate reports for management review related to any changes in budgeted funds, differences between obligated and expended funds, and payments less than invoiced.

18. Perform execution, reconciliation, and review of current and prior year budgets. The total cost of the program involves millions of dollars and is funded through DHS component contributions to the DHS Working Capital Fund (WCF).

19. Coordinate with financial offices and report on a program's financial status.

20. Perform long term tracking of un-liquidated and un-obligated prior year funds for across multiple years.

21. Review, analyze, interpret, and provide advice on congressional language, appropriation language, and federal or organizational directives that may affect the formulation, justification, presentation, and execution of Program initiatives.

22. Assist program management to ensure alignment of all budget expenditures with attainment of programmatic and organizational mission objectives and create a map of each item back to the objective that it supports.
