Develop and implement directives, formulate and recommend Regional policies and procedures, program plans, and improvement measures relating to the management, development, administration and protection of restricted individual Native allotments and townsite lots and the processing and adjudicating of probates for individual Alaska Natives with trust or restricted resources through the BIA system.

7. Develop and recommend instructions, policies, guidance and procedures for use by Trust, Probate, Subsurface Leasing, Land Titles and Records and Natural Resources staff including incorporation of performance measures for protection of Indian land held in trust or restricted status by the United States, and timely recordation of individual Indian ownership.

8. Apply and interpret the statutory environmental regulations and procedures of both the National Environmental Policy Act and the Endangered Species Act that pertain to individual restricted and Tribal trust properties.

9. Provide policy development and program management for the administration, processing, and adjudication of appeals to Bureau decisions and probates for individual restricted properties including the application of procedures and edicts of the Federal Courts, if applicable the State of Alaska Courts, the Office of Hearings and Appeals, and the Interior Board of Land Appeals.

10. Provide expert knowledge in developing, implementing and executing multiple Federal Government programs for Alaska Native, and for other Trust responsibilities in Indian Country.

11. Provide administrative leadership, supervision, and guidance to Trust managers - Natural Resources, Real Estate Services, Land Titles and Records, Probates and Estate Services, and Subsistence Management, on a wide variety of extremely complex, controversial, and unique Indian land, natural resources, subsistence, and water issues.
