I have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving, PLUS One year of specialized experience comparable to the GS-09 which is directly related to the work of this position and which has equipped me with the following:(1) knowledge of information technology strategic planning processes, Federal enterprise architecture, and capital planning investment control; (2) knowledge of and experience in applying change management processes like Information Technology Infrastructure Library (ITIL); (3) knowledge of federal information technology policies; and (4) experience establishing close working relationships and effectively communicating orally and in writing, to groups of diverse people.
B. I have a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

3. Apply capital planning and performance measurement regulations, policies tools to the development, maintenance, and monitoring of IT strategic or operational plans.

4. Support IT business alignment, such as the implementation of emerging technologies, and identify and interpret relevant information including industry standards and best practices.

5. Provide advice and guidance on all enterprise architecture activities; Including the design and analysis of baseline and target architectures and the development of transition plans to support the mission and strategy of the Agency.

6. Support Office of Management and Budget (OMB) alignment with Capital Planning and Investment Control process.

7. Design, develop, and disseminate a variety of information resource management and technology polices.

8. Knowledge of Information Technology Infrastructure Library (ITIL), particularly in the areas of Change Management, and Release Management.

9. Analyze and evaluate the effectiveness of information technology changes and assess the risks of changes.

10. Coordinate and manage changes through their lifecycle.

11. Participate on agency and department level working groups and communicate changes in information technology to the user community formally and informally.

12. Collaborate with subject matter experts from information technology and business units to document business processes.
