All eligible applicants must meet the Individual Occupational Requirement, "Basic Requirement", regarding the Specialized Experience for the (SOIL TECHNICIAN SERIES, GS-458) in order to be considered for this position. The requirements for the GS-458 series for this position starts at the GS-5, specialized experience and education described below. You must answer these questions. Failure to respond to this question will result in an ineligible rating. You must provide documentation supporting your response in your resume. You will be rated ineligible if your resume/application does not support the education/training/experience claimed.

5. From the description below, select the letter corresponding to the statement that most clearly and accurately describes meeting the basic entry requirements for the SOIL TECHNICIAN. A. I have 1 year of specialized experience equivalent to a GS-4 that involved installing and maintaining conservation measures on public or privately owned land including parks, shoreline, refuse waste sites, dames and reservoir areas, water and sewer sites, road embankments, forests, and wildlife habitats. Installing and maintaining soil and water conservation measures on farms, ranches, or agricultural land.

B. -OR-Education and Training; For GS-5; successful completion of a full 4-year course study leading to a Bachelor's degree (a) with a major study in forestry, range management, agriculture, or a subject matter field directly related to the position, or (b) that included at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conseravation, Wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. C. Combination of Education and specialized experience; where for the GS-5 level positions, only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to 1 year specialized experience. Determine qualifying experience required as a percentage of the year of specialized experience, then determine the education as a percentage, adding the two percentages, should equal 100% to qualify at GS-5.

7. Advise landowners on maintaining a variety of measures that conserve and improve the soil, plant, water, wildlife, and resources of a land area.

8. Consult with agriculture leasees regarding overall operations of their leased tracts.

9. Assist the Soil Conservation staff and permittees in developing sound conservation plans.

10. Conduct annual soil data collection with agricultural leasees.

11. Advise landowners on maintaining a variety of measures that conserve and improve the soil, plant, water, wildlife, and resources of a land area.

12. Explain the installation methods of installing conservation practices on cropland fields.

13. Perform agricultural inspections to determine land use and compliance to leases and assignments.

14. Investigate agricultural non-compliance allegations and recommends corrective action.

15. Assist the soil conservation specialist in administration of agriculture leases and assignments.

16. Verify proper crop type and acreage for agriculture leases.

17. Certify completed conservation practices for compliance with specificiations.

18. Conduct surveys to determine utilization of agricultural leasee for future resource planning.

19. Inspect agriculture leases for over utilization and for Noxious weed infestations.

20. Provide regular and special reports on conservation activities.

21. Gather planning data and information on the physical features of farms.

22. Identify plant species for grazing purposes.

23. Inspect agriculture leases for leasee compliance with authorized numbers, season of use and maintenance of agriculture improvements.

24. Provide onsite inspections and oversite of contractor services on range improvement projects.

25. Participate in the direction of the work of others in construction and rehabilitation of agriculture improvements.

26. Prepare work plans for projects.

27. Utilize ArcGIS and Global Positioning System to ensure proper management of range and farmland.

28. Calculate (AUMs) Animal Unit Months and (SR) Stocking Rates to prevent overstocking or excessive use of grazing units/pasture.

29. Enforce resource management policies, procedures, goals, objectives and plans.
