A Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. (if related)

Specialized experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of such experience includes the use of the French language in radio, TV and Internet broadcasting. Work must have included writing, editing and/or voicing broadcast material from English into French. Qualifying specialized experience also includes work as a reporter, editor or news broadcaster for a recognized news publication; or for a wire service; or for a radio station. This experience must have provided a comprehensive knowledge of the history, customs and psychology of the target area people, as well as their political, economic, cultural and social life.
