1. The basic qualifications will determine if you meet the minimum education, experience and/or training requirements for accounting positions in the Federal government. From the descriptions below, select the one response that best describes how you meet the basic requirement for Staff Accountant.

A. I have a degree in accounting or auditing.
B. I have a degree in a related field, such as business administration, finance, or public administration that included, or was supplemented by, 24 semester/36 quarter hours in accounting or auditing, of which no more than 6 semester/9 quarter hours were in business law.
C. I completed 24 semester/36 quarter hours in accounting or auditing courses, of which no more than 6 semester/9 quarter hours were in business law; AND four years of experience in accounting and/or auditing or an equivalent combination of experience, college-level education, and training in accounting and/or auditing.
D. I am a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; AND have four years of experience in accounting and/or auditing, or an equivalent combination of experience, college-level education, and training in accounting and/or auditing.
E. I have four years of experience in accounting and/or auditing, or an equivalent combination of experience, college-level education, and training, AND have completed the requirements for a bachelor's degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but less than the required 24 semester/36 quarter hours, AND (1) have successfully worked at the full performance level in accounting, auditing, or a related field, AND (2) a panel of professional accountants or auditors have determined that my accounting/auditing knowledge is comparable to that associated with a 4-year course of study, AND (3) have education, training, and experience fully meeting the requirements of the position except for the 24 semester/36 quarter hours in accounting and/or auditing.

I have at least one year of specialized experience equivalent to at least the GS/SK-12 level applying accounting, auditing, examining and/or investigating principles to review records related to the financial management, structure, operations, and practices of credit rating agencies, broker-dealers, investment advisers, investment companies, or other related organizations; assisting with the preparation of reports and review of companies records and procedures; and applying generally-accepted accounting principles (GAAP), and/or generally-accepted auditing standards (GAAS) requirements when analyzing, modifying, and adapting conventional accounting and analytical techniques to solve a variety of accounting problems; and conducting briefings for management and/or represent the organization at briefings, meetings or conferences, conveying complex and technical information clearly and concisely and appropriately provide the level of detail to address the concerns of the intended audience.
B. In addition to the experience described at the SK-13 level above, I have at least one year of specialized experience equivalent to the GS/SK-13 level applying expertise in corporate, municipal, or structured finance and of Nationally Recognized Statistical Rating Organizations (NRSROs) operations, including procedures for determining credit ratings; assisting in resolving, or assisting in recommending resolution of, accounting and disclosure issues arising in the various SEC filings; reviewing and evaluating records, financial reports, internal controls of operations functions of financial services organizations of clearing agencies, transfer agents, clearing broker dealers, or banks; preparing reports; identifying major policy issues; and developing and preparing guidance on a variety of complex accounting issues which have been referred because of the complexity or sensitivity of the topics involved, precedent- setting implications, short suspense time for response, deviation from established regulations, or other unusual actions.
C. My level of experience is less than as described above and therefore, am ineligible for the position.

3. Interpret and apply the rules, regulations, and statutes governing the credit rating process, including the Credit Rating Agency Reform Act and the Dodd-Frank Act.

4. Apply expertise in corporate, municipal, or structured finance and provide advice to examiners on post rating reviews of corporate ratings, structured finance ratings, municipal ratings, and other ratings.

5. Apply expertise of the operation of NRSROs and related compliance procedures and regulatory requirements, including procedures for determining credit ratings, handling of material of non-public nature, and managing conflicts of interest.

6. Plan and execute modifications to accounting systems and/or accounting program operations.
