I have at least one year (12 months) of full-time specialized work experience equivalent to the GS-9 grade level in the Federal service performing the following duties under supervision: analyzing existing procedures to identify more efficient and effective methods for accomplishing organizational goals; conducting special studies and analyses on asset forfeiture issues to identify and recommend corrective actions; facilitating the implementation and dissemination of procedural and policy changes through effective communication; and utilizing both qualitative and quantitative techniques to analyze data and prepare spreadsheets and statistical and analytical reports.

I possess a PhD or equivalent doctoral degree or three full years of progressively higher level graduate education in a field that equipped me with the knowledge, skills, and abilities necessary to do the work of a management and program analyst. 4. Implement procedural or policy changes relating to asset forfeiture.

5. Provide technical advice regarding policies and procedures governing program strategic goals and objectives.

6. Facilitate the implementation of new programs or projects in the area of asset forfeiture.

7. Interpret and apply regulations relating to asset management to ensure consistency with existing program guidelines.

8. Conduct studies to analyze trends in program areas.

9. Analyze program requirements to determine areas for improvement.

10. Conduct regular studies on the status of assets in custody.

11. Analyze existing personal property procedures to identify more efficient and effective methods for accomplishing program objectives pursuant to Federal statutes and policies.

12. Provide technical guidance, evaluation, and assistance regarding the life cycle management of asset types to include vehicles, vessels, aircrafts, jewelry, fine art, etc.

13. Resolve problems/issues involving personal property and real property situations, legal issues, and procurement issues.

14. Serve as the Contracting Officer's Representative (COR) for national contracts for the management and disposition of specific personal property asset types.

15. Utilize Consolidated Assets Tracking System (CATS) automated tracking systems or similar tracking systems to assist management in making decisions.

16. Maintain databases of asset forfeiture information.

17. Develop and conduct employee training programs for asset forfeiture personnel.

18. Serve as representative at meetings related to asset management programs.

19. Participate in special work groups and ad hoc teams to analyze and recommend corrective action on problems.

20. Establish and maintain effective working relationships with other Federal law enforcement agencies.

21. Provide technical advice and counsel to management and field offices on controversial findings, issues, or problems with widespread impact.
