A. I have at least 1 year of specialized experience equivalent to the GS-11 grade level in the Federal Service, or equivalent pay band in other pay systems. This experience may also have been obtained in the private sector, but it must demonstrate that it is comparable to the GS grade indicated. Specialized experience may be demonstrated in the performance of duties utilizing procurement management, knowledge in acquisition regulations, contract law, and contract administration, multiple awards; knowledge of cost/price analysis techniques and conducting negotiations; negotiate prices, contract medications and settlements; providing commercial and industrial business practices to identify sources, analyze cost and pricing data.
B. I do not have the level of specialized experience described in statement A above.

I have completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience is specialized experience that is equivalent to the GS-12 level in the Federal service or equivalent pay systems, that provided knowledge, skills, and abilities to perform successfully the work of the position such as utilizing procurement management, knowledge in acquisition regulations, contract law, and contract administration, multiple awards; knowledge of cost/price analysis techniques and conducting negotiations; negotiate prices, contract medications and settlements; providing commercial and industrial business practices to identify sources, analyze cost and pricing data
AND I have completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You must provide as a part of your application, a copy of your college transcript)
B. I meet the following exception to the requirements stated in "A" above: I occupied and continue to occupy a GS-1102 position since January 1, 2000. (This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met).
C. I occupied and continue to occupy a GS-1102-13 position or contracting officer position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 and I have been given an official waiver for the basic requirement as outlined in the OPM Qualifications Standards for the 1102 Contracting Series. (You must provide as part of your application proof of possession of a GS-13 since 9/30/00 and/or that you have received a waiver.)
D. I do not have experience or training as reflected in the statements above.

4. Construct or develop contractual vehicles including use of pricing arrangement, subcontracting policy, set-aside policies or similar considerations.

5. Perform a detailed analysis of cost elements in contractor's proposals and make competitive range determinations.

6. Advise program officials of the acquisition strategies and procurement objectives to be used in the procurement process.

7. Select appropriate method of procurement i.e. firm-fixed price (FFP), cost reimbursement, Time and Material (T&M), indefinite delivery, Federal Supply Schedules, interagency support agreements, and blanket purchase agreement (BPA).

8. Award and administer contracts for information technology (IT) equipment, services or systems..

9. Identify performance deficiencies, cost overruns, and funding requirements and initiate appropriate remedial actions to avoid or minimize delays.

10. Close out contract upon completion of the contract, resolution of all conflicts, and final disposition of payment and obtains adequate release of claims documents to protect the agency.

11. Apply Federal, VA, and GSA contracting laws, regulations and policies to administration of contracts.

12. Perform procurement planning for information technology (IT) equipment, services or systems.

13. Evaluate contract proposal to using applicable laws, regulations and policies.

14. Use Federal, VA and GSA contracting laws to conduct contract negotiations.

15. Conduct post-award conferences with Contractor and Government personnel to provide information and to clarify standard and special contractual provisions of the contract.

16. Lead negotiations with contractors to develop the contract prices and terms.

17. Explain contracting programs, policies, and procedures to groups or individuals at meetings, conferences, or in-house visitations.

18. Participate in conferences with industry associates and others for the purpose of expanding competition.

19. Prepare the solicitation document using standard contract writing systems for issuance, insuring regulatory and legal sufficiency, and promoting maximum competition.

20. Prepare and maintain acquisition plans, appropriate milestones charts and related schedules.

21. Develop action plans to ensure that customer requirements are met as pertaining to statements of work, task orders and delivery orders.

22. Prepare documentation and facts pertaining to the subject for further actions by supervisor, legal counsel, or other higher level personnel.
