Develops approaches and options to ensure multi-jurisdictional interoperability leveraging Federal Information Processing Standards (FIPS) 201 credentials, technology, and business processes to provide secure electronic registration and validation capability of emergency relocation Federal Emergency Response Officials (F/EROs).

3. Reviews and documents the effectiveness of credentialing plans and operations.

4. Do you manage and register Federal/State F/EROs into the cyber attribute database to include training state and local law enforcement officials on how to use handheld mobile validation devices (MVDs) to validate F/EROs and feed information in a communication or out environment.

5. Analyzes new or amended legislation, Executive Orders, and Presidential policy documents; develops FEMA policy, strategies, and priorities concerning the Agency's roles and responsibilities in F/ERO activities.

7. Analyzes policy and guidance coordination on related areas and aspects of programs in order to properly address White House or congressional requirements.

8. Provides support to the State and local participants in the Personal Identity Verification-Interoperable (PIV-I) credential/First Responder Authentication Credential (FRAC) Technology Transition Working Group (TTWG) for cohesiveness in national continuity credentialing efforts.

9. Provides guidance to State, local, tribal, and territorial jurisdictions for credentialing implementation.

10. Coordinates with program and policy officers and representatives to develop innovative programs or policy processes and procedures designed to resolve problem areas related to F/ERO goals, programs, and objectives.

11. Provides advisory services to organizations and working groups on the F/ERO program initiatives, policies, and programs.

12. Participates in national multi-agency/multi-jurisdictional credentialing and validation demonstrations focusing on use-case scenarios, electronic validation business rules, best practice solutions, lessons learned, after-action reports, and corrective action reports.

13. Represents an agency at meetings, conferences, and other forums involving F/ERO policy, program oversight, and agency-wide liaison activities.

14. Participates in and/or leads task forces.

15. Analyzes national security emergency management programs, operations, or policy data.

16. Compiles data and statistics and assimilates these into formats and matrices for inclusion in national- level reports.

17. Reviews, critiques, and documents the effectiveness of credentialing plans and operations; identifies duplication of effort, deficiencies, and inconsistencies.
