B. I have successfully completed four academic years of education above the high school level or I possess a bachelor's or higher degree. (This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.)

C. 6. Verifies validity of invoices and ensures that they are mathematically correct, contain complete payment information, include the proper approval authority and required receiver's signature.

7. Reviews travel authorizations to ensure that the proper per diem for each traveler is correct.

8. Accepts and reviews travel vouchers for accuracy and completeness and that all required receipts are provided in accordance with the travel regulations.

9. Receives obligating documents for all types of expenses incurred by the District.

10. Prepares and processes vouchers and invoices for payment.

11. Schedules payments in accordance with the requirements of the Prompt Payment Act in order to avoid late interest penalties.

12. Develops and maintains an organized payment file system for obligation of vouchers and invoices to ensure that payments are scheduled and prepared timely.

13. Matches the invoice to the applicable obligating document.

14. Researches payment files to determine whether pending invoices or vouchers have been previously paid to prevent duplicate payments.

15. Accepts and reviews purchase orders for accuracy and for validity of requisitions for supplies, services, printing and equipment.

16. Verifies input for accuracy and compliance to intent of obligation and generates reports to confirm allocations.

17. Assigns DCNs to obligation requests according to budget category, account classification, and other funding codes.

18. Assigns appropriate accounting information and selects the appropriate payment method through the Financial Management Information System (FMIS2+).

19. Processes purchase orders for payment.

20. Processes travel vouchers for payment.

21. Ensures correctness of invoices and supporting documents.

22. Records funding obligations and accompanying payee information into FMIS2+.

23. Obligates travel documents by assigning appropriate codes for the District accountability system and inputs voucher information into FMIS2+.

24. Confirms and obligates travel vouchers, expert witness and litigation and non-litigation invoices.

25. Develops and maintains thorough knowledge of the FMIS2+ system.
